We played a relegation decider this week where the other team made use of a player who has played just once this summer for a higher team! I thought there was a rule against clubs bringing in players for the final matches of the season to help secure a much needed result?

Ah yes here it is:
"Any player representing a club in the last 4 league fixtures (winter league) or 2 league fixtures (summer league) of the published season (the last date of actual league fixtures) must have represented the club in the Priory League or cup on at least 2 occasions in the same season unless prior consent of the Committee is obtained"

Apparently the team were given permission to break this rule but they did seem to have 6 players available on the night and I would say that it definitely had an effect on the result.

My question is what is the point of having such a rule if the committee allows a team to break it?

Agreed. Surely the Committee should have contacted you before the match to see if you were happy with the decision. You could then have said no.
Yes apparently that is the normal protocol. I think the rule needs tightening up so that you can only add a new player to the bottom of the team in order to make up the numbers and not somewhere higher up as that amounts to strengthening the team and that is what the rule is designed to prevent.
